E) Construct a tangent from an external point
The external point, in this case, is point M. In order to find a tangent from an external point, you would normally draw a segment from the center of the circle to the point. Then you would find the midpoint of that segment and use your compass to draw another circle with the midpoint as the center. The point where the circle you just drew and the original circle intersect, is the point of tangency. From there, you can draw a line that goes through the point of tangency and the external point.
