When Perry arrived in 1853 at Tokyo Bay he brought with him a powerful fleet of warships, he demanded supplies from the Japanese.  When the Japanese saw those ships, they knew they were no match for such modern vessels.  As a result, Japan accepted the Americans terms and signed the Treaty of Kanagawa ending Japan’s period of seclusion.So the answer is the government was unable to drive away Perry’s well-armed warships.
