The answer is the region is dominated by deserts and high elevations. The area was not subject to World War II combat as far as I know. It is not subject to typhoons and I don't believe it has dominated by warlords for 100s of years. It is mostly the Gobi desert and there is very little water, thus a large population could not survive there.

Due to unfavorable climate and soil for farming and production, Western China is not conducive to living. Due to this, China's western regions are sparsely populated compared to other parts of China, where production and farming are more conducive.
