The Virginia Plan was a proposal by Virginia delegates for a bicameral legislative branch. Some agreed and opposed the plan because Virginia gave too much power to the large states. The first plan, the Virginia Plan, was set as a base for their new government. The New Jersey Plan was an alternative. They then came up with the Great Compromise which was used in the final form of the Constitution. The plan was designed with three separate branches: Judicial, Executive, and Legislative.
