well, i cant be really exact but to start off, Locke i think was trying to stress that natural law, or some think that those are natural rights, is where men are free and they are independent to do whatever they please, he says that the government should absolutely respect the rights of certain individuals. Coming back to the question, i think the idea of rule of law is so important, because citizens do not always abide by the law, and sometimes the law MUST be laid down in order to keep ORDER in societies. I hope i was helpful, unfortunately i do not know that much about the topic, but i tried.
