Minos was the first King of Crete, and every nine years, he made King Aegeus pick seven boys and seven girls to be eaten by the Minotaur. In the Divine Comedy, he appears at the entrance to the second circle of Hell. He judges all sinners and decides what their rightful punishment is. This is done in order to show the lack of mercy given upon sinners in the afterlife.
