They were expanded because originally the "Blessings of Liberty" were only extended to white men who owned property. The voting acts of 1869 allowed African American men to vote. The Voting Act of 1920 allowed women the right to vote, and the Voting Act of 1971 gave all America citizens 18 years or older the right to vote
