During the eighteenth century, colonial assemblies became more powerful.

    The governor was undoubtedly the most influential person in the colony, yet most of his power was merely symbolic. The colonial assembly increased the governor's income and expenses, and these legislatures weren't afraid to withhold payments in order to make the governor comply.

   Over time, colonial assemblies, groups of colonists chosen with a restricted vote, took on a significant amount of influence as the authority of royal administrators waned. The men who participated in these gatherings began to believe that they were the government.
