Water vapor does not implicate climate change as much as methane or carbon di oxide do because water vapor's concentration depends on temperature of earth's atmosphere unlike carbon compounds CO2 and CH4. But water vapor too is a green house gas.

What is green house gas?

Gases which cause green house effect is called green house gases. The greenhouse effect is the natural warming of the earth that results when gases in the atmosphere trap heat from the sun that would otherwise escape into space. Some green house gases are water vapor, Carbon Dioxide, Methane, Nitrous Oxide, Fluorinated Gases etc.

Gases in the atmosphere known as greenhouse gases have an impact on the energy balance of the planet. The so-called greenhouse effect is a result of these. Low concentrations of the three most well-known greenhouse gases—carbon dioxide (CO2), methane, and nitrous oxide—can be found in the atmosphere naturally. Earth would be a frozen wasteland without greenhouse gases.

By retaining some of the Earth's thermal energy so that it doesn't completely escape into space, greenhouse gases keep our world habitable. The greenhouse effect is a name for this heat-trapping phenomenon.
