Although the HUA has its headquarters in Pakistan's Muzaffarabad, its members primarily engage in terrorism and insurgency in Kashmir. The Harakat-ul-Ansar has offices in the majority of Pakistani cities as well as training centers in both Pakistan and Afghanistan as of the beginning of 1995. Harkat has dispatched several Muslim terrorists in Kashmir to battle Indian security forces in areas they control. In Afghanistan, Pakistan, and some areas of Kashmir, the HUA trains its fighters.
Osama Bin Laden is apparently collaborating with the leadership of Harkat. During the 1998 strike on Bin Ladin's training camps in Afghanistan, at least seven HUA members were killed and twenty-two others were injured. Other terrorists killed in the US attacks included Hizb-ul-Mujahedeen and Lakshar-e-Taiba members.
The HUA and a few other terrorist organizations' were utilizing Bin Laden's facilities in Afghanistan to train its members for the military. According to reports, Harakat-ul-Ansar is engaged in combat in Kashmir, the Philippines, Bosnia, Tajikistan, and the Middle East.
