15 percent of adult male citizens could vote in the assembly and about 1 percent were eligible to be members of the smaller council of 500.
Those that had the rights to vote were those regarded as the ephebes. The Ephebes were a group of Athenian male citizens that had been trained in the military. Those that could vote were the ones regarded as freemen.
Out of all the citizens about 500 persons were picked by the Athenian people to serve in government for one year. Women and children were not allowed to vote.
