Both Ilmenite and rutile have enough titanium in their composition to be considered titanium ore when found in large enough Deposits.

Ores can be defined as the substances present in the solid form naturally from which some valuable metal or mineral can be extracted which are economically profitable. The ilmenite and rutile are both considered to be ores because they both contain sufficient amount of titanium in them which can be extracted from them. Titanium is an important element and is the ninenth most abundant element on Earth.

Hence, the ilmenite and rutile are considered ores because they contain titanium in them.
