The decimal is in the hundredths place, so you would place it over a hundred, like so:
[tex] \frac{24}{100} [/tex]
Then, just simplify how you would with a regular fraction.
The fraction would then be [tex] \frac{6}{25} [/tex]

Example 2:
0.4
It's in the tenths place.
Place it over 10, like this: [tex] \frac{4}{10} [/tex]
Simplify it like a normal fraction. It's now [tex] \frac{2}{5} [/tex]

Example 3:
1.45
There's now a whole number.
[tex] 1\frac{45}{100}[/tex]
Ignore the whole number (1) and simplify.
The fraction when simplified is [tex]1 \frac{9}{20} [/tex]

Example 4:
1.6
Whole number and tenths place.
Do the same. The fraction would be [tex]1 \frac{6}{10} [/tex]
Ignore the whole number again and simplify.
The fraction is now [tex] 1\frac{3}{5} [/tex]
