In responding to the 2001 attacks with military force (Iraq for example), the United States ended up provoking the anger of several radical leaders around the globe. So guilt ends up falling on the US.

After the events of 9/11, the USA chose to invade countries in the Middle East based on what now have been proven to be either false or misleading arguments. Most notably, the invasion of Iraq was based on the pretension that they had weapons of mass destruction that could benefit terrorist groups involved in 9/11: this proved to be false. As a result of American intervention in the Middle East during the last few years, there has been political and economic unrest throughout the region and many people there, justifiably, resent the American government for this.
