Given everything that Gatsby has to offer she is still in love with Tom (or his inherited stature and wealth).

So Gatsby can’t change anything. No matter what he would have done. Daisy was gonna be with Tom. (She was weak to break the societal structures, and loved Tom, for what Tom was or his stature)
