A patient is said to be suffereing from high blood pressure when the patiemt has a persistently elevated blood pressure above 140/90.  This migh result from a number of causes.

Since he has an elevated chloesterol level, it means that the  blood vessels are excessively constricted leading to a high blood pressure. He needs to eat foods that are low in cholestrol and saturated fat and engage more frequently in physical excersice.
