4. Taxes were politically unpopular, and Hamilton believed that the whiskey excise was a luxury tax and would be the least objectionable tax that the government could levy. Hamilton thought it was a great way to pay down the national debt. He thought that the rebellion wasn't a smart idea.
5. To my understanding, I think Jefferson would have thought the farmers were national heroes and should be treated as such. Jefferson worried that Hamilton’s plan favored the rich over the poor, so he must have thought that it was a bad idea and that the farmers were smart in protesting against it.
