we know ,the equation is

x-x1/x1-x2= y-y1/y1-y2

x-3/3-0= y-(-1)/-1-0

x-3/3=y+1/-1

-x+3=3y+3

or -x+3y=0

or x-3y=0(multiplying -1 in both sides)

so the eq is x-3y=0 ans
