D is correct and a good thesis statement but it lacks interest.

B works because it is a question. It tells what is going to be discussed and it hooks you along the way.

C because I'm so interested in the topic, I would pick C. but if you think B is better, pick it. If tax reform is no solution, what is? It's being very hotly debated right now.

This is one of those questions which has 3 good choices. I would take C but you might like B better.
