The Articles of Confederation were failing. The central government was so weak that it could not function. The central government was unable to collect taxes, raise an army, enforce treaties, and enforce laws. The lack of Executive and Judicial branches did not help. With all these weaknesses in mind, it was clear that a new approach had to be taken.
Ultimately, the largest difference between America's two governing documents is in that the Articles of sovereignty resided in the states, and the Constitution was declared the law of the land when it was ratified which significantly increased the power of the federal government.
