The correct answer is Portugal. Portuguese sailors visited Japan in 1543, but diplomatic relations started later in the 19th century. This period of time is often entitled Nanban trade and Portugese sailors would pick Nagasaki as their trading post. As a concequence, Portuguese was the first Western language to have a Japanese dictionary and a lot of goods in Japan carry Portugese names.
