Both methods seem to be pretty effective, and since the implementing of the changes of the lanes, the number of the right whales has been steadily growing, and after the vessel speeds limitations were added, the population of the right whales started to rise even quicker. Obviously, when both of the measures were in force, the effects were the best for the right whale populations.
