Find the two unit rates and then subtract the smaller from the larger, to answer this "how much faster ... " question:


100 m / (16 1/5 sec), or

100 m / (81 sec / 5), or  6.17 m/sec

Compare this to:

100 m / 19.8 sec = 5.05 m/sec

The difference in the two speeds is (6.17-5.05) m/sec, or 1.12 m/sec (answer)
