The hegemonic behavior of the United States has outraged the international community. For example, Richard Dicker, international justice director of Human Rights Watch, lambasted the United States for abusing sanctions by using the same tools used to punish criminals and corrupt officials against international criminal prosecutors. The United States, however, has turned a deaf ear to such attacks. At the time, the French government denounced the impact of American sanctions on the ICC and demanded that the United States withdraw them, but Washington went ahead. There is nothing the court can do to remedy the American assault on international rule of law.
